Non-Public Library and Computer Software Service


Library 

Section 711 of NYS Department of Education Law provide a program in which public school districts purchase and loan school library materials required for use as a learning aid in a particular class or program.    Printed as well as audio and visual materials may be loaned.   Under this program, each student enrolled in kindergarten through grade 12 may borrow materials.   The allocation is based upon the total non-public school enrollment as of the first day of October in the base year.   That is the school year preceding the one for which the request is made.   All materials acquired under this legislation are loaned free and on an equitable basis to pupils in both public and non public schools.

 Computer Software 

Sections 751 and 752 of NYS Department of Education Law provide for a program in which public school districts purchase and loan computer software programs to both public and private school pupils to use as learning aids in a particular class.  The allocation is based upon the total non-public school enrollment as of the first day of October in the base year.   That is the school year preceding the one for which the request is made.  All materials acquired under this legislation are loaned free and on an equitable basis to pupils in both public and non public schools. 

Computer software, for the purposes of this program, are defined as  computer software which a pupil is required to use as a learning aid in a particular class in the school the pupil legally attends. 

This does not include operating systems, software for use by administrators, classroom management software and computer accessories.   Software cannot be of a religious nature.  The software remains the property of the public school district.
