SPECIAL NEEDS CLIENT GROUPS Children with a primary language other than English defined as children whose language spoke at home or first language is not English. Children with development disabilities such as speech impaired, learning disabilities, mentally ill, etc. Children who are gifted and talented defined as "children capable of high performance include demonstrating achievement and/or potential ability in any of the following areas: intellectual ability, specific academic aptitude, creative or productive thinking, leadership ability, etc. Other special client needs groups such as abused/neglected children, unwed pregnant teenager, youth-at-risk, alternative high school students, etc.
