Driver Education

Monroe One BOCES offers Driver and Traffic Safety Education (DTSE) programs in collaboration with the Brighton, Fairport, Penfield, Webster and West Irondequoit school districts. Currently enrolled high school students that have or will have their driving permit upon registering for a program are eligible. Students from these districts interested in taking the DTSE program must do so through their district of residence.

The Drivers Education program provides classroom theory and in-car driving experience, with an emphasis on safety and defensive driving.

  • Students successfully completing the program may receive Prelicensing Certificate (MV-278) if requested.

  • On February 18, 2026, the NYS DMV updated their procedures regarding the Driver Education Programs in secondary schools. Schools that offer Driver Education courses will be managed through the DMV's Driver Ed School Account, and course completion records will become digital. As a result, students will no longer receive a Student Certificate of Completion (MV-285) document. Successful completion of the course will be attached to the student's Learner's Permit or Driver's License number.

  • The Student Certificate of Completion (MV-285) also contained a detachable Insurance Copy section. With the elimination of the form, BOCES will now provide a document attesting to successful course completions. Although not required by law, some insurance companies provide premium reductions to younger drivers for passing this course. Parents should check with their insurance company for eligibility.
