Non-Public Library and Computer Software Service

Library Materials are audio/visual and printed materials which meet all of the following criteria:

1. materials which are catalogued and processed as part of the school library or media center for use by elementary and/or secondary school children and teachers.
    
2. materials which with reasonable care and use may be expected to last more than one year
    
3. materials which would not be eligible for aid as textbooks or software.  School library materials meeting these criteria generally means hard cover and paperback books, periodicals, documents other than books such as pamphlets, musical scores, videos, audio recordings, maps, charts or globes. 

Sections 751 and 752 of NYS Department of Education Law provide for a program in which public school districts purchase and loan computer software programs to both public and private school pupils to use as learning aids in a particular class. The allocation is based upon the total non-public school enrollment as of the first day of October in the base year. That is the school year preceding the one for which the request is made.  All materials acquired under this legislation are loaned free and on an equitable basis to pupils in both public and non public schools. 

"Computer software is defined as prepared educational programs which are subject-oriented and which are prepared for use by pupils in conjunction with computers. These computer software programs must be required for use as a learning aid in a particular class or program."
