NYS Identification Test for English Language Learners (NYSITELL) is used to assess the English language proficiency of English Language Learners. It is the screening tool to determine eligibility for ESOL instruction for new entrants to a New York State school when a language other than English is spoken in the home, as indicated on the Home Language Questionnaire.
