Interlibrary Loan Policy

- Definition
An interlibrary loan is a transaction in which a library’s resources are made available to another library. This policy encompasses all libraries that participate in the Monroe One BOCES School Library System. - Purpose
The purpose of interlibrary loan is to promote and facilitate the sharing of resources among libraries. - Scope
A resource may be requested from a library within or beyond the Monroe One BOCES School Library System in accordance with the lending policy established by the owning library. All interlibrary loan between School libraries and academic, corporate, special or public libraries is processed through the school library system. -
Methods of Requests
- Requests may be emailed to the holding library via the School Library System Union Catalog http://fivesystems.org
- Requests will be emailed to the holding library through http://fivesystems.org
- Requests needing searching beyond school libraries may be sent to the School Library System.
- Duration of Loan
- Duration of loan is one month from the date the request is filled, unless otherwise stated by the lending library.
- All resources are subject to recall by the lending library.
- All interlibrary loan materials should be returned by due date.
- Renewal of interlibrary loan items will be at the discretion of the lending library and/or the School Library System.
- Responsibilities of the Borrowing Library
- The borrowing library should verify that the items are not available from within its own district.
- The borrowing library should provide complete bibliographic information.
- The library must comply with policies established by the lending library and/or the School Library System.
- The borrowing library is responsible for promptly returning items(s) in good condition.
- The borrowing library is responsible for reporting lost or damaged items to the lending library as soon as possible.
- If a borrowed item is lost or damaged, the borrowing library is responsible for replacing lost or damaged items.
- The borrowing library may be responsible for any photocopy charges.
- The photocopy compliance section of the Interlibrary Loan Periodical Request must be checked (either CCG or CCL).
- CCL (Copyright Law) The request is for replacement pages lost or stolen; Or The request qualifies as fair use.
- CCG (copyright Guidelines)
The borrower subscribes to or has entered a subscription to the periodical
Or
The request is for an article in serials issue or for a copy or phone record of a small part of any other copyrighted work published within five (5) years of the date of the request;
And – The borrowing library has not submitted more than five requests for the periodical title or other copyrighted work within the current calendar year. If this is the sixth request for the periodical title within the current year, Copyright Guidelines are violated, and other avenues should be pursued.
- The borrowing library will keep Interlibrary Loan Statistics for all items borrowed outside your building, including other libraries in your district.
- Responsibilities of the Lending Library
- The lending library is responsible for clearly marking ownership on each item loaned.
- The lending library is responsible for promptly sending requested material.
- No overdue fines will be charged by the lending library on interlibrary loan items.
- If a borrowed item is lost or damaged, the lending library will determine the nature of replacement for that item.
- The lending library will keep Interlibrary Loan Statistics for items loaned outside your building including other libraries in your district (This is done through 5systems automatically).
- Responsibilities of the School Library System
- The School Library System working with the Interlibrary Loan Committee will
establish policy and procedures for interlibrary loan. - The School Library System will search beyond the school interlibrary loan network when the borrowing school requests further searching.
- The School Library System will compile Interlibrary Loan statistics from member libraries after they are sent in.
- The School Library System will provide information, training and support for library Staff.
